It’s about workforce capacity, long-term economic resilience, and whether a state can adapt its institutions to serve both people and the economy under pressure.

This question is as old as higher education itself.

I’m looking back at a working discussion in February 2020 with leaders from the University of Oxford, Rhodes Trust, O.P. Jindal Global University, and the Association of Indian Universities. This discussion feels like a lifetime ago.
